Dust jackets

We would like to start retaining dust jackets in our children's
literature collection. Does anyone have any experience using polyester
jacket protectors without scotch taping them to the book?  What are
other libraries doing about this problem?  Please don't tell me to file
them, we don't have the room or the staff to handle it.
