Food and drink in the library

I am (once again) working on a campaign to get food out of the library
and keep it out.  I would appreciate hearing from anyone who can
recommend any successful publicity and enforcement techniques.  who is
responsible for enforcing your "no food" policy?  How did you convince
the rest of the library staff to help?
