Fire damaged paper

Has anyone out there had experience treating fire damaged
(soot laden, brittle fragile) papers?  What treatments and techniques
were used and how successful were they?

We are in the middle of a project that has been going well so far, but
we are getting into the more heavily damaged sheets.  I am particularly
curious about strengthening and reinforcing techniques.  Thanks; any and
all ideas and info will be welcome.
