Carpet vs. tile

Rule no. 1 - the boss is always right
Rule no  2 - when the boss is wrong, see rule no. 1

It may be possible to meet some of the occupational health and safety
aspects of soft flooring (but not the aesthetics), and still have a
smooth easy to clean surface.  It is possible to purchase foam backed
shock absorbent linoleum-like floor coverings (I have seen them in
hospitals and other high-use public places).  If your director is
prepared to compromise (but we bosses do not generally like doing this
kind of thing), this may be a workable solution.
