Buckram defects

We are in the process of building an addition and in the meantime having
to move collections around.  Recently we have noticed some books in
several areas of the library whose buckram covers appear to be
deteriorated.  It doesn't look like pest damage but rather improper
preparation of the cloth.  The books are from various publishers from
the 1960's through the 1980's.  These are not particularly special
books, just part of the general stacks.  Has anyone else noticed
anything similar?
