Removing permanent marker from acrylic paint

How do you know the "permanent marker" is really that? What is the
size of the area of coverage of the "permanent marker"?

How thick is the acrylic coating?  You have obviously found out the
coating and ink are susceptible to the same solvent attack. Thus, you
cannot remove the permanent marker without solving the coating.
There are other options; simple excoriation with a surgical
instrument observed through a stereoscope can affectively remove
small areas. depending on the color you can try propylene glycol to
move the permanent marker. But because the paint coating is porous
chances are you won't get all of the stain. Other alcohols may work
too but you will compromise the support and leave a weakened area
behind. Perhaps it is best to remove as much as you can with a
suitable solvent, taking care not to alter the design element, and
inpaint the area.
