HVAC management

UNC-Chapel Hill is considering outsourcing HVAC management.  The
motivation is financial and comes from the University administrative
level--not from the libraries.  With this possibility on the
horizon, we are very interested in hearing about experiences at
institutions that have HVAC systems managed by an outside company.
Has such an arrangement caused any change in quality of service
(good or bad) and the overall stability of the environment?  Our
library administration would be particularly interested in any
examples of RFP's or contract sections or even informal arrangements
that specifically address library concerns.
