They are starting to be manufactured in low VOC and waterborne formulas (due to increasingly stringent VOC requirements nationwide). An epoxy system would have been a good choice while the space was empty. Silanes are designed to penetrate, and might not solve the dusting problem. I would strongly recommend that you contact a reputable supplier of maintenance products for terrazzo (because concrete is effectively terrazzo without the aggregate exposed) such as Hillyard (<URL:http://www.hillyard.com>). Talk to their technical people, and describe your problem.
