There are literally hundreds of products you could use, but most are
based on silane/siloxane, acrylic, and epoxy. Which you pick will
depend greatly on the current condition of the floor, and what you
have stored on it (shelving, boxes, etc)

Based on the limited information you've provided, I would guess that
the acrylics might be the best choice for your situation. They are
starting to be manufactured in low VOC and waterborne formulas (due
to increasingly stringent VOC requirements nationwide). An epoxy
system would have been a good choice while the space was empty.
Silanes are designed to penetrate, and might not solve the dusting
problem.

I would strongly recommend that you contact a reputable supplier of
maintenance products for terrazzo (because concrete is effectively
terrazzo without the aggregate exposed) such as Hillyard
(<URL:http://www.hillyard.com>). Talk to their technical people, and
describe your problem. You can also check out two product
manufacturer listings, Sweets (<URL:http://www.sweets.com>) and the
Thomas Register (<URL:http://www.thomasregister.com>).
