Mylar maps

I have a question concerning Mylar maps from the early 1960s that
are shedding their emulsion.  The maps cannot be handled at all.  Is
there a fixative that could, even temporarily, adhere the emulsion
to the Mylar long enough for scanning?  Is there a more permanent
solution that we could try?
