I don't know about Soundforge, but here's what I would do...
Download a program called Exact Audio Copy (EAC). Any search should turn it
up. It's a free program and delivers what it says...Exact Audio Copies (I
really can't say enough about it).
Create your first disc, then copy/extract it using EAC. EAC then has
fantastic normailizing feature that allows to define the normalization
parameters.
Take your new files and burn a new normalized version. I realize that this
is an extra step (or two), but if Soundforge can't help you, this will and
it'll do a great job.
