Because of the reference to what appears to be a consumer phonograph, I am
inclined to believe that the 33.3 speed here was intended for playing Victor
Program Transcriptions.  They were initially available in the very early 30s
as I recall. Edison made an unsuccessful attempt to bring LP records to the
market about the same time, but he used an ultra thin groove that couldn't
be tracked.

The Columbia LP was the first successful LP record for the consumer in 1948,
but it was by no means the first attempt at an LP record. Didn't they call 4
minute cylinders "long play"?
