I'm not sure it's quite so cut and dried/all or nothing.

Would even the RIAA (or the artist, or the song publisher, or the
photographer) take the effort to sue the publisher of a discography (with
accompanying CD or website) providing 30 second clips of relatively
low-grade MP3 quality audio and cover art thumbnails? That's enough to tell
what the performance style is about, etc. but clearly doesn't substitute
for buying the actual work itself.

Surely they don't have an _infinite_ legal budget??
