I have no opinions on Sound Soap, but I use a combination of the Algorithmix plug-ins for Samplitude and DC-Six Live/Forensics (but the other version has 99.9% of what you need) for this type of cleanup. DC Six is really good at hum removal, including harmonics.
If it's pilottone, then you don't need a Nagra to play it, just a full-track machine. If the pilottone was properly recorded it will null out in the full-track machine.

I'm working mainly on pro-tools, digitizing 1/4" master tapes from 1969 of spoken word material. On the whole the recordings are pretty darn good, but a few reels had some 60 hz hum, lo rumble and high pitched white noise.
A couple of years ago I bought the introduction version of SOUND SOAP (by Bias) and was less than thrilled. I found it pretty much unusable for my purposes.
Now, Bias has a new version called SOUND SOAP PRO, and I've read some reviews on their site saying that it's very good and comparable to waves audio restoration plug-ins.
