Likely an early stage of mold/mildew. Look at it under a microscope
and that
should tell the tale.

tapes for
back up?
Likely yes, but do it on both sides of the tape, and do it outside to
avoid
spreading spoors around the work area. Thoroughly vacuum the machine
you use
with a HEPA rated vacuum when finished and safely dispose of all used
cleaning
fabric... you never know exactly what was growing on that reel of
tape!
