NOTES:

The Library of Congress seeks a Project Manager for MIC: the Moving Image
Collections gateway program. The MIC Project Manager will provide overall
administration and coordination of MIC, a collaborative initiative of the
Library and the Association of Moving Image Archivists (AMIA). MIC is
hosted by the Library and is a key access program of the Library's
National Audio-Visual Conservation Center (NAVCC). MIC is being built as
the first integrated online catalog of moving images, including records of
film, television, and digital video from a global range of libraries,
archives, and museums. As a web portal combining a union catalog with a
database directory of library/archival organizations. MIC will provide a
window to the world's moving images collections for students, researchers,
and the public. It also allows participating libraries and archives to
collaborate in describing, preserving, and digitizing these cultural
resources. The MIC Project Manager will be responsible for
program/project management and administration as well as all outreach and
communication activities associated with the development and
implementation of the MIC program. Individuals with a library or archival
background in the description of moving image collections are encouraged
to apply.

THE DUTY STATION OF THIS POSITION WILL CHANGE IN MID 2006 FROM THE LIBRARY
OF CONGRESS FACILITIES ON CAPITOL HILL, IN WASHINGTON, D.C., TO THE
LIBRARY OF CONGRESS NATIONAL AUDIO-VISUAL CONSERVATION CENTER (NAVCC), IN
CULPEPER, VA WHEN THE LIBRARY'S MOTION PICTURE, BROADCASTING AND RECORDED
SOUND DIVISION IS TRANSFERRED TO THE NEW CENTER. THE INDIVIDUAL SELECTED
FOR THIS POSITION WILL BE EXPECTED TO TRANSFER TO THE NEW LOCATION IN
CULPEPER.

This position is at the GS-13 grade  level and has no promotion potential.

EVALUATION OF CANDIDATES: The Library of Congress evaluates applicants
through an applicant questionnaire and a structured interview. Applicants

DUTIES:

Coordinates outreach and communication activities related to the
development of MIC: the Moving Image Collections gateway. Coordinates
activities among MIC's three governing bodies, the AMIA Board of
Directors, key Library staff, and external developers. Coordinates
meetings among diverse program participants and stakeholders including
governing committees, developers, library and archival participants on a
national and international level, educators, and funding agencies. 
Performs community outreach through venues such as lectures, articles,
listserv announcements, press releases, presentations, and voluntary
speakers bureau management. Maintains contacts and information sharing
with related initiatives such as the National Film Preservation Board and
within the overall development of the NAVCC. Also develops relations with
the recorded sound community and the National Recording Preservation Board
to facilitate the future inclusion of audio collections into the MIC
program. 

Administers and manages the MIC: Moving Image Collections program. 
Organizes, develops, and implements plans for specific projects in
coordination with key stakeholders. Manages and provides technical
expertise to various technical project initiatives. Manages development
and maintenance of the online descriptive metadata registry. Manages the
loading process for union catalog contributors and institutional
participants (e.g., mapping data, testing for semantic viability, and
working with each institution on its data display). Manages portal
administration (e.g., education and outreach content, metadata
extensions, and web design work) and the development and maintenance of
MIC's Archive Directory database content. Assists users and participants
with the metadata ingest and cataloging utilities and the Archive
Directory. 

EVALUATION OF TRAINING AND EXPERIENCE:

Applicants must have had progressively responsible experience and training
sufficient in scope and quality to furnish them with an acceptable level
of the following knowledge, skills, and abilities to perform the duties of
the position without more than normal supervision.

Ability to manage collaborative online library/archival projects.**

Ability to communicate in writing.

Ability to present information orally through briefings, consultations,
and other presentations.

Ability to apply knowledge of bibliographic/descriptive control of

Office, the Congressional Research Service, and the Law Library of
Congress and is leading the worldwide effort to preserve digital material
through the National Digital Information Infrastructure and Preservation
Program.
