Ah, but they often get paid well for 'over selling', or promising more
than can be delivered. They get paid the huge commission even when the
company loses money on the deal because it wasn't possible or practical
to deliver on their promise to the customer.....

Conductors don't get paid well unless their presence alone sells a lot
of additional tickets and raises a lot of additional financial support.
They get fired if they don't deliver what was expected of them. They
also frequently work for the highest bidder.
