I don't know about the Bartok label LPs or Caedmons, but many of the
early Folkways LPs that Peter Bartok mastered were originally issued
as ten-inchers, and later re-released under a different but similar
catalog number (and sometimes a different title) as 12-inch, with no
additional material added.
I have to assume that somebody -- Bartok or Moe Asch or somebody else
-- cut new master discs from the original tapes for the 12-inch
releases. And since there was only enough for a ten-inch disc, that
might explain the extended playout grooves.
