I hadn't heard of this problem so much recently. Back in the
dollar-flush post-"Sputnik" days, when the FedGov was pursuing
its usual policy practice of throwing money at problems,
enterprising startups (private sector entrepreneurs, business persons)
made announcement of publication a marketing research tool. They
announced a series, or a reprint. If they got enough
pre-paid orders, they went ahead with it. If not, it tanked.
Sometimes the money, or a credit, was returned. Sometimes not.
Street-wise and veteran acquisitions people have been all
through this.
