We have a similar situation here. With no choice but to use book
drops, we investigated what was available and bought some that
I'm happy with: The Highsmith Patented Premium Book Return (for use
in unmonitored areas), furnished with "The Soft-Drop Book Cart."
The cart's suspension system allows the bottom to descend as it fills
up and it has a heavy gauge nylon bag that cushions books when they
drop. It has a number of other features, particularly valuable
if it's to be used outside. We use the cart, without the book return
housing, at the circulation desk for the same reasons you describe.
We ordered it out of the 1997 Highsmith catalog, item # N91-12989. A
bit pricey at $2,499.00, but worth it. We use them in several
different areas of the library. I can fax you the ordering info if
