Have you checked with National Archive Publishing Co.? They are a
spinoff of Proquest. I'm pretty sure they do all you are asking for.

Folks,
Other than OCLC, are there other vendors that digitize microfilm, can
perform all the QC, deskewing, etc., OCR the text images, as well as
make duplicate copies of the film? Thanks.
