By snipping my message, your option "C" is very close to what I recommended in the rest of my post. But without specifics, your option "C" can't be implemented by anyone. Finding a partner won't magically make your digital preservation files easily migrate into their system without advance planning.

"Partnering" with another institution because they have a digital repository isn't a silver bullet in and of itself.

I will also mention that in the next CLIR Engineers Roundtable document release, there is a paper that refers specifically to the concept of a "transitional repository" to help open the dialog on this topic (full disclosure - I was commissioned to write the paper by CLIR).

Also,
I am extremely concerned about asking any archive in position B. to worry about what they have created long term.

Could you clarify that statement? Are you saying that any archive in "position B" should NOT worry about the digital preservation files they have created and how they are stored?
