Congress was promised that this would be available for less than $50. The
problem is that most people can't receive the UHF band without an outside
antenna and even then most will  have lots fewer stations available because
of the poor coverage. Digital was supposed to solve the traditional problems
with that band however instead of massive levels of interference, you get no
signal at all!
