SOme binders do still offer this service and some client do still ask for
it.  However, the recent testing done for the new LBS/NISO standard did show
that the cord does not really add significant strength or support.  

Binders have been motivated to do away with the cord because it removes a
step in the binding process, and because they cannot use automated case
makers if they need to put a cord in the case.  Frankly, I like the look
without the cord, and given the incredible strength of the new buckrams I
see no need for any additional support.

VCU is preparing an RFP for bid.  We have been advised by our current
binder that reinforcement of the head and tail with cord, ribbon, or
something similar is passe.  I have been told that "no binders currently
provide this service" and "no clients are asking for it." 

I am interested to know if any current contracts call for reinforcement.
If you have discontinued requiring it, why?
