This section basically describes a jewel box. It also specifically
recommends against highly plasticized materials, of which vinyl is one.
While tyvek is inert, it does touch the disc surface which is recommended
against. I don't know the details of the standards making process and why
this standard came out of PIMA (which makes photography and imaging
standards), but if you read the whole standard they are essentially
talking about audio CDs, CD-ROMs, Photo-CDs and other familiar optical discs.
I know of no jewel case which can be "latched, attached, or locked" -
unless "attached" means only attached at one edge.
